I always get my hair cut at Hoshi Coupe. It's a small Japanase hair salon and they really take their time cutting your hair, and you're bound to get a good hair cut.
They have 4 salons in NYC. In Midtown on 62W 56th St, in Upper West Broadway/108th, in Chelsea on 259 W 19th. But i always go to the East Village one on 214 E 9th St.
