Why? Closer to the main campus and to the city. The apartment in which I lived on-campus was about a mile from the main campus and the city center.

Personal recommendation:
Make archives and libraries more accessible for international students. Make the university archives more accessible in general - when I was there, these archives were open for perhaps 3 hours per day, and nothing was particularly well-indexed. The staff at the university archives were also profoundly unhelpful.
