If returning, I would choose: Apartment/House
Why? The apartments offered were in a convenient location, with easy access to the university. I enjoyed the convenience of having my own living space, as well as being able to live amongst other international students and French citizens.
Personal comments:
The housing accomodations assigned to me were convenient, fitting to my personal needs, and offered generous support on behalf of the landlords. However, it was expensive and I was not thoroughly informed of alternative means of finding apartments to live in, rather I was merely assigned to a certain apartment complex.

If you want the best pub in the place, try O'Kallaghans. This is the best pub in Rouen, with the best, if not perviest barmen in Rouen! Try flashing your boobs for a free bottle of wine!! If you are stll standing at the end of the night, the kiosk is a really cheesy joint that you can boogie all night long.

Most of my classes were in English because I was concerned about my pressure for grades, but taking the classes in english basically made everything extremely easy.

I spent more, because I traveled as much as possible, and I always went out with friends to bars and parties.
Travel, Nightlife, Overall: was more expensive than at home.
Telephone: was the same price as at home.
Food, Housing: was less expensive than at home.
Personal comments:
Always investigate flight costs to parts of Europe from France, it can be really cheap, or equal to the price of riding the train.
