If returning, I would choose: On campus
Why? Although University accomodation seems to be expensive, it is cheaper than private accomodation. It is close to the University and you live together with other students.
Personal comments:
I always had severe problems when I had to deal with the accomodation office. It seemed to me, that the accomodation office is neither capable nor interested in offering rooms to students.

There are hardly any possibilies to save money in London. Maybe the best way is to bring a own bike or to buy one second-hand.

I have not been to other Universities as an Erasmus student, so I cannot compare. But I cannot imagine how another university could be better.
