If returning, I would choose: large student house
Why? I lived in a shared house with 30 other students from around the world. I not only learned about Belgian culture, but other nationalities too.

Going out is considerably cheaper than in Madrid, You can have a lot of beer at a very good price Food, Telephone: was more expensive than at home. Travel, Overall, Housing: was the same price as at home. Nightlife: was less expensive than at home.

If you're really interested in European Union Law, Leuven is the place to be! And if you're more interested in having fun and make friends, Leuven is also the place to be!!! FINAL COMMENTS
When it comes to travelling, ask for a "Go-pass" at any railway station: it's the cheapest way to travel inside Belgium.
