If returning, I would choose: On campus
Why? It is right beside the university and here you will be able to meet many other exchange students who in the student dorms
Personal comments:
It is very difficult to get housing on campus mainly because NUS cannot accommodate all the exchange students, which is why many had to find housing in other places. If you can get housing on campus then you are in luck, however they are definitely not as comfortable as renting an apartment.

in europe you definitely travel less because it's really expensive. There it's not that expensive so you travel more... besides you have so many opportunities. So on average you spend more.
