If returning, I would choose: Apartment/House
Why? I had 3 very good roommates and it was the best way for me to practice my English, the on-campus housing is mostly full of undergraduates (17 to 20 years old) and they can be very rude and noisy. I was also able to do my own cooking.
Personal comments:
My landlady was the nicest American I ever met and made everything to make me and my other roomates enjoy the place. I love living here, even though I find the city is not as cosmopolite as New York or Washington.
