If returning, I would choose: On campus
Why? All exchange students living in the same "dorm" which was very good in building strong relationships.
Personal comments:
Relationships with the campus management were difficult; loads of bureaucracy etc. Tiny rooms with relatively expensive prices but the ambience with other people living there was good. This review is the opinion of an iAgora member, and not of iAgora itself

Course recommendations:
Some courses were made for specially exchange students but their quality was rather low. Instead a two and half month course called "Graduate certificate of European Business Studies" was very good.

Courses both in French and English. Those courses were difficult concerning the language that were in French - those courses were meant mainly for the local students. My French language did not improve so much as I had hoped due to the fact that I spent my time mainly with other exchange students amongst which there were always those who wanted to speak in English. Once you're there you should take the most advantage you can out of it. Food, Travel, Nightlife, Overall, Telephone, Housing: was more expensive than at home.

Personal recommendation:
A rather important thing in exchange situations is how the host university deals with exchange students. In Rouen everything was very well organised and there were always somebody to ask from when a problem occured. FINAL COMMENTS
