Universidad Nur was founded to serve the rural needs of Bolivia. As a strategy for economic solvency, the university established itself in an emerging urban center where there were enough students who could afford private education. Once operationally self-sufficient, the university would then launch extension and distance education activities into rural communities. On 14 August 1984, Universidad Nur received the first Presidential Decree granted to a private university authorizing it to function as a degree granting institution. Nur began its first academic year in April, 1985 with 97 students, opened Bolivia's first graduate school in 1986, and in 1994 pioneered distance education at an undergraduate degree level.
