If returning, I would choose: On campus
Why? Because it's much easier to find people to spend time with. this is the main goal of each erasmus student.
Personal comments:
Dutch are serious and reliable. Everything has a cost, so if you decide to live there alone, becauseyou need your space or simply because you don't want to share your privacy with someone else, then it becomes expensive.

dutch is not worth it to spend a lot of time on it. On the contrary they speak an excellent English, which of course enabled me to further improve my language skills.
