If returning, I would choose: Friends
Why? Because, we live with people from France(Paris), Africa (Etipia), China and Mexico. Now we are very good friends and I enjoy sharing our different experiences as well to get to know each others' culture.

I had advance English before getting there, but the one thing I work on while in UCSD was my writing, which improved a lot out of writing all these reports and papers. Life expenses are much more expensive in the US, and specially in San Diego California where I lived at. Food, Travel, Overall, Telephone, Housing: was more expensive than at home. Nightlife: was the same price as at home.

Great academic experience and a lot of fun. FINAL COMMENTS
Try to live on campus in the international house to have a real international experience (a lot of people from all over the world). By the way, once you get there don't get stuck there but try to meet local people and go party off campus too. Try to find the time (I know it's difficult because classes are hard) to travel because there is a lot to see around (Los Angeles, Las Vegas, Grand Canyon, Monument Valley, Sequoia National Park, Yosemite, San Francisco...)
