Malta has two official languages: English (British English) and Maltese. Almost all university instruction is in English, although I have heard stories about professors that will refuse to lecture in English. Be aware that although probably 95% of the population speaks native/fluent English, it is a maltese variety with and enormous British influence. The Maltese have a very different intonation pattern when they speak, and to an American they can sound either irritated or like they are being condescending. Don't take this personally! This is the way they talk to everyone, and it's normal for them.

The city, Sliema is the place to be on weekend nights. There is a strip of bars and clubs where all the students and generally all the younger people on the island hang out. In the small town where the international residence is located be sure to visit a bar called Zmurch. A nice little family owned place, and they serve great free food with any drinks you order! a really nice place to hang out. Also, make sure to visit the two other islands, Gozo and Comino. They're beautiful!!

Personal comments
I think that it is a good idea to stay in the international residence hall if only staying in Malta for one semester. Although the living spaces are rather dirty and not very well maintained, the social experience with other foreigners and some maltese shouldn't be missed!!
