If returning, I would choose: On campus
Why? If you study at a foreign university for a short period of time, it is much easier to accomodate and to get in touch with other (native) students if you live on campus than far away.
Personal comments:
Since I was not offered the chance to live on campus, I do not know much about living on campus. It seemed to be so much easier and more fun to live there.

There are plenty of clubs and bars to go at night, the best cafe is located in the Italian Centre. Glasgow Festival and New year Eve are most happiest time for this city.

Course recommendations:
This is one year master degree course, student must manage to learn maximum in a very limited time, which is quite hard. Tutors should try to make their teaching well organised and prepared. unfortunately, some of the tutors are PHD student in the university, they could not put evey effort on their teaching, instead, their class is not planned, and always finish hastily.

Personal comments:
The local language in Glasgow is quite different with English which I learned before I came to Scotland. Initially, I could not understand the local accent, through communicating with local people and studying in English institution, both my local language and English were improved. And in fact I like Glasgow English now.

The exchange rate 1 pound = 3,3 DM at the time I was in England is probabaly self-explanatory.
