It's really up to you to learn the language outside the required language class. Practice with the locals, they're more than glad to help you learn it, in fact they love it when they see you trying hard to speak it.

Teachers in France are really more of just lecturers. Recitation and student participation isn't priority. Not too much work, you'll really have time to go out and travel, and classes are always with French students, either in English or French.

The cost of living in the Philippines is really lower than that of France, and Dijon, being the capital of the Burgundy region, has a generally higher cost of living than average in France.

You'll really spend more at the beginning, buying things you need to settle in (kitchen and room stuff). In getting an accomodation, you need to deposit guarantee (200-400 euros), and maybe an inscription fee (100-200 euros).

Final comments
If you plan to travel around Europe during the weekends, you can either do it by train, or if you and your friends drive, rent a car. For train travelling, get either a Eurail or Interrail pass. Or you can buy the youth discount card of the French rail company, SNCF. Travelling is fun with fellow international students, Partying more fun with the locals.

If returning, I would choose: Apartment/House
Why?
It's fun to live in the residence because the common kitchen is so lively at dinnertime and you meet a lot of other people outside your school, coming from different countries. But next time I want to experience a more independent living arrangement with my own kitchen, washroom, etc. but preferably with one or two other person.

Some landlords allow a week of settling in before you sign the contract, like in our residence, so don't say yes immediately or you might not be able to change if you realize that don't like the place after a few days.

The Bureau des Etudiants will take care of your nightlife, they organize parties weekly, as well as galas and the famous weekend of integration (you CANNOT miss this). It's fun to go out and party with fellow international students, but nothing beats having local French friends to invite you to their house parties.
