Personal recommendation
Le Havre is a great town. the University is growing constantly and has introduced some new courses. However, the Erasmus programme could be improved in relation to organisation. If you want to have a good time and learn loads of french go there but if it is purely in order to get credits for University go somewhere else!!

Final comments
Le Havre is easilt accessible from Paris. 2hrs journey from Gare St. Lazare at a cost of 30 euro return. The main train station is located very close to the centre of the town and about 5 mins walk from the university.
