It is the cheapest way and the chance is higher to live with people of the host country.

it depends which hall you choose. I saw 2 halls. One was new with big rooms and a shared kitchen with 5 people. The other one was old with tiny rooms and a shared kitchen with 10 people. Basically the halls are not really cheap and you need good luck to get a nice, big room.
