If returning, I would choose: On campus
Why?
Most of the exchange students lives on campus or close to the university. Since I lived about 30 minutes from the university I had a certain disadvantage in using available facilities such as the library, computer labs, etc. Moreover it was pretty hard to arrange any meetings with university mates since they were all living on campus.

The university provides a couple of appartments in residences on the campus site. Usually you'll share the appartment with up to 3 room mates. Kitchen, bath room, etc. is included. In case the ran out of available appartments, the university staff helps students finding an accomodation.

There are a lot of nice pubs on campus site. The other university in town, the University of waterloo, is somewhat bigger than WLU and thus you shouldn't miss to go to their pubs as well. Best places to go (since they have also fair prices) are close to both campus sites.

At the beginning I had some problems undestanding everything. Nevertheless, since I lived with a Canadian family I coped quickly with the language problem.

It was not legal for me to work
Personal spending habits
Food was somewhat more expensive especially if you ate other stuff than fast food. Within the same city calling someone was pretty cheap / almost for free. Travelling results in larger expenditures than in Germany since the distances you travel are in no relation of what we are used to. However, national flights therefore are less expensive than in Germany.

The system of tuition fees at the university seemed pretty complex. Until now I don't have a clue how they calculate it. I had to spend more on fees than I expected. Also books required for class are quite expensive. However there is good access to second hand books.
