The position is located in the Human Resources Section of the Executive Office, (COMPANY NAME) Office for the Coordination of Humanitarian Affairs (OCHA) in Istanbul, Turkey. OCHA is the part of the (COMPANY NAME) Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Associate Human Resources Officer reports to the Head of the Unit, through a Human Resources Officer .
Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties:
* Provides advice and support to clients on human resources related matters; provides support in the implementation of performance management systems by providing policy advice on performance management matters and monitoring compliance statistics; provides logistical, administrative and communications support for the delivery of the (COMPANY NAME) Respect Dialogues in OCHA; provides support with tracking, reporting and case management of Administration of Justice and Conduct and Discipline related cases, as well as support to fact-finding panels.
* Keeps abreast of developments in various areas of human resources; assists in planning, organizing, developing and implementing human resources strategies and initiatives.
Administration of entitlements
* Provides advice on salary and related benefits, travel, and social security entitlements.
* Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
* Reviews the applications for internship programmes; handles correspondence with applicants.
Staff development and career support training
* Identifies and analyzes staff development and career support needs and assists in designing programmes to meet identified needs.
* Provides induction orientation and briefing to new staff members.
* Prepares classification analysis of jobs in Professional and General Service and related categories.
* Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review including research of human resources policies and drafts policy guidance on a wider range of human resources matters.

A first-level university degree in human resources management, business or public administration, social sciences, education or related field is required.
A minimum of two years of progressively responsible experience in human resources management, administration or related area is required.
Experience in providing human resources policy advice is required.
Experience in Conduct and Discipline case management is desirable.
French and English are the working languages of the UN Secretariat. For this position fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Evaluation of qualified candidates may include a technical assessment followed by a competency based interview.
This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of funds.
This position is a National Professional position and will be based in Istanbul. Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located (limited to Turkish nationals).
Appointment against this post is on a local basis.
