Job Description:

This position is located in the Budget Section (BS) of the Financial Resources Management Service (FRMS), Division for Management (DM) of the (COMPANY NAME) Office at Vienna (UNOV) and (COMPANY NAME) Office on Drugs and Crime (UNODC), in Vienna. The incumbent will manage the UNOV Budget Unit. The incumbent will report to the Chief, Budget Section and operate under the overall guidance of the Chief, FRMS.

Responsibilities

Within delegated authority the incumbent will perform the following specific duties:

*Provide guidance to the (COMPANY NAME) Office at Vienna (UNOV), UN Secretariat entities based in Vienna and UNICRI on best financial management practices: budgeting standards, costing methodologies, resource projections, variance analysis, cost recovery and performance reporting. Further, ensure financial management compliance with the UN financial rules and regulations, budget policies and Results-Based Management (RBM).
*Analyse divisional budget submissions, evaluate the soundness of justifications, ensure legislative mandates are accurately translated into programme budgets, finalize budget proposals.
*Prepare supplementary and other analytical information that allow FRMS to effectively justify budget and performance reports to the General Assembly budget review organs (Advisory Committee on Administrative and Budgetary Questions, Fifth Committee).
*Analyse and present financial implications on business scenarios and resolutions of the General Assembly and UN governing bodies.
*Reviews, analyses and finalizes the preparation of the biennial programme plan for UNOV, taking into account recommendations and decisions of specialized inter-governmental bodies. Ensure legislative mandates are accurately translated into the programme budget.
*Continuously monitor budget implementation, cost drivers, financial projections and prepare comparative and variance analysis on UN Secretariat entities and year on year budget performances.
*Perform soundness and compliance based reviews on voluntary income contribution agreements and other contractual agreements. Render improvement advice to UN Vienna based programmes and UNICRI on related processes and clauses.
*Enhance budget and financial management systems and processes, with the clear aim on improving the effectiveness, efficiency of programme delivery. Pay particular attention to donor management and reporting, cost recoveries and RBM.
*Plan, organize, manage and supervise the work of the Unit assigned.
*Perform other work related duties as may be required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, public administration, finance, accounting, economics or a related field is required. A first-level university degree in related fields and an accounting qualification by an internationally recognized accounting body such as Association of Chartered Certified Accountants (ACCA), Association of Chartered Accountants (ACA), Certified Public Accountant (CPA), or Chartered Institute of Management Accountants (CIMA), in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional work experience in financial management within business administration, public administration, finance and accounting, financial project management, or related area is required.
Several years of experience in budget development and financial administration of resources at the international level is required.
Experience in the application of Results-Based Management or similar performance management methodologies is required.
Management level experience in supervising and coordinating team(s) of staff working on multiple financial engagements and budgets is required.
Experience in the use of automated budgeting, costing and financial modelling is required.
Work experience with large international level dynamic trust funds, technical assistance projects and voluntary contributions management is desirable.
Experience in working with inter-governmental bodies is desirable.
Experience in the use of Enterprise Resource Planning (ERP) Systems is desirable.

Languages

English and French are the working languages of the (COMPANY NAME) Secretariat. For this post, fluency in English is required. Knowledge of another official (COMPANY NAME) language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for a period of one year or longer. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended.

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the "Staff Selection System" and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the (COMPANY NAME) Secretariat who meets the definition of "internal candidate" in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
