This position is located in the Middle East and North Africa Section, Field Operations and Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Chief of the Middle East and North Africa Section.
Within delegated authority and under the supervision of the Chief of the Middle East and North Africa Section, the Associate Programme Officer will be responsible for the following duties:
* Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.);
* Works with key clients to facilitate the development, implementation and evaluation of assigned projects of OHCHR's capacity building programme; monitors and analyses specific aspects of programme/project development and implementation, reviews relevant documents, grant proposals and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
* Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities;
* Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.;
* Provides administrative and substantive support to consultative and other meetings,conferences, etc., including meetings of the Grants Committee, by proposing agenda topics, 'identifying and proposed participants, provision of oral and written clarifications, preparation of background documents and presentations, handling logistics, preparation of meeting notes and conveying feedback to external partners to ensure successful implementation of the projects related to human rights capacity building programme;
* Carries out basic research on selected aspects of OHCHR's human rights capacity building project, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources;
* Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions.
* Participates in field missions, including provision of substantive and administrative support, data collection, etc.
* Performs other duties as required.

Advanced University degree in business administration, project/programme management, IT/information management or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of two years of progressively responsible experience in project/programme management, grant management, fund raising, administration, information management, or a related area in the UN system or comparable international organization is required.
Experience in collaborating with external partners, donors and civil society organisations is desirable.
A minimum of one year of project/programme management in the field of human rights is desirable.
English and French are the working languages of the (COMPANY NAME) Secretariat. For the position advertized, fluency in English is required. Knowledge of Arabic is desirable.
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
Extension of the appointment is subject to extension of mandate and/or the availability of funds.
