This position is with the Office of Administrative Services (OAS) of the International Seabed Authority (ISA) located in Kingston, Jamaica. The incumbent will reporting directly to the Director of Office of Administrative Services (OAS).
Within the limits of delegated authority, the Finance Officer will be responsible for performing the following duties:
Finance and Accounting
1.Lead in preparation of financial statements for ISA Regular Budget.
2.Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner;
3.Approves and confirms that financial documents are in accordance with the Financial Regulations and Rules;
4.Analyses accounts and reviews/evaluates regular financial reports at Headquarters. Also supervise Payroll for both National and International staff.
5.Reconciliations of Ledger Accounts, including Accounts receivables, payables, miscellaneous income and contributions.
6.Focal Point for ERP preparation and implementation with respect to Financial records, chart of accounts, ledger balances and data migration.
7.Advises and guides the clients concerning the Financial Regulations and Rules and Accounting Instructions;
8.Perform approval functions of financial transactions as per delegation. Reviews and analyzes various reports and advises management on any operational gaps and make recommendations for corrective action as appropriate; Respond to queries and review correspondence in relation to financial matters from management, clients including auditors and other stakeholders;
9.Ensure that the periodic financial reports are produced in a timely manner.
1.Ensures that accurate and complete accounting; reporting and internal control systems are functioning;
2.Ensure that all relevant records and audit trails are maintained; Supervise one or more National staff, team leaders and/or teams and provide day-day management and supervision, training and guidance to other staff;
3.Provide support in planning of unit and team staff work plans, monitor and report performance against the plans;
4.Performs other related duties as required.

An advanced university degree (Master's degree or equivalent) in business administration, public administration, finance, or related field is required.
A first-level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five (5) years of progressively responsible professional experience in finance, budget, administration, public administration, business administration, or related area is required. Experience in cost management, budget formulation, financial monitoring, accounting, audit, financial reported or other related areas is required.
Experience in translating strategies into financial plans and operations is desirable. Experience working with international or multi-national organizations is desirable. Experience working in a volatile, conflict or post conflict settings is desirable.
English and French are the working languages of ISA.
For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.
