Technical Program Manager

We are looking for a Technical Program Manager to join our Global Technology IT team in Luxembourg. This team provide support to multiple development labs in the Goodyear Innovation Center.

Location: The successful candidate needs to be based in Luxembourg or is willing to relocate.

Main Responsibilities:

* Technical advisory and overseeing: Recommend technical improvements, technical design and develop a roadmap for assigned products.

* Program Management: manage day-to-day operations of application development break-fix, steady state/maintenance, enhancement, and projects; ensure the on-time delivery of application development services.

* IT Supplier Management: maintain relationships and manage performance of third-party IT suppliers and outsourced application development service providers.

* Support strategic projects in the introduction of new products.

* Assess innovation opportunities and promote implementation of cutting edge technology.

* Provide technical advice to the team.

To join our team, you will need:

Education:

* The candidate should have a master's degree in Business, Engineering, MIS, Computer Science or a related field.

Languages:

* Fluent in English. French will be an asset.

Location

* The successful candidate needs to be based in Luxembourg or is willing to relocate to Luxembourg.

Experience:

* 8+ years of progressive IT, development and management experience; a proven track record of successful project management and on-time delivery; solid understanding of day-to-day execution of business and IT tasks.

* Development experience in relevant languages such as Java, VB.NET or C#, JavaScript.

* Experience in building Data models and Data architecture.

* Demonstrated excellence across business, IT and behavioral competencies.

* Developed negotiation and influencing skills preferred.

Skills & Qualifications:

* Project management, project management software tools.

* Advanced planning and organization skills.

* Meeting and workshop facilitation.

* Development experience: Java, VB.NET or C#, JavaScript.

* ETL and Middleware experience.

* AWS or other cloud technologies.

* CI/CD pipelines integration.

* SQL, PL/SQL, ability to write performant queries.

* Working knowledge of IT frameworks and best practice.

* Experience with SDLC methodologies.

* Technical troubleshooting and problem resolution.

* Advanced knowledge of the MS Office Suite.

* Excellent writing and documentation capability.

* Excellent presentation delivery skills.

* Negotiation and influencing skills.

* Ability to perform thorough cost/benefit analyses.

* Ability to drive a decision analysis and selection process.
