The (COMPANY NAME) Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the (COMPANY NAME) system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Caribbean Environment Programme, at the Kingston, Jamaica duty station.

Under the direct supervision of the Administrative Officer and within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties:

Responsibilities

Budget preparation:
*Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements and ensures compliance with legislative mandates.
*Assists managers in the elaboration of resource requirements for budget submissions.
*Provides support to relevant bodies in their budget review.

Budget administration:
*Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
*Monitors budget implementation and recommends reallocation of funds as necessary.
*Monitors expenditures to ensure that they remain within authorized levels.
*Reviews requisitions generated by the ERP system for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
*Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
*Assists in the preparation of budget performance submissions.
*Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
*Assists in providing substantive support to intergovernmental and expert bodies.
*Acts as Certifying Officer under financial Rule 110.4 to ensure that proposed obligations and expenditure are in accordance with approved budgets and established regulations.

General:
*Uses business intelligence for reporting and monitoring donor and project portfolios
*Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with (COMPANY NAME) policies and procedures;
*Provides advice and guidance, including training to staff on budget and financial policies and procedures.
*Performs other related duties, as assigned.

*PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master's degree or equivalent) in business administration, finance, or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in finance, administration, budget, business administration or related area.
Experience using ERP systems such as Umoja for fund and grant management desired.
Prior experience with Global Environment Facility (GEF) projects is desired.
No experience is required for candidates who have passed a (COMPANY NAME) Competitive Recruitment Examination.

Languages

English and French are the working languages of the (COMPANY NAME) Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official (COMPANY NAME) language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of SIX (6) months. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
