This position is located in the Office of Administrative Services (OAS) at the headquarters of The International Seabed Authority in Kingston, Jamaica. The incumbent will report to the Director or assigned designate.
The incumbent will be responsible for the following:
SAFETY AND SECURITY
1.Ensure the security of the Secretary General at all times and protective measures for visitors and VIPs.
2.Prepares draft of ISA security plan for the geographic area, including all aspects related to elaboration, development, implementation and updating of the plan taking into account the UN DSS Security Plan for the country.
3.Establishes and maintains close relations with host country security agencies and acts as liaison between the senior management, the host country services and where applicable, with the UN DSS representative(s) at country level.
4.Contributes to the implementation and the evaluation of the effectiveness of the security plan.
5.Assesses prevailing local security conditions, identifies security trends and advises ISA staff, project personnel and dependents on potential security problems, such as civil unrest, kidnapping, armed attacks, arrest and detention.
6.Supports the ongoing evaluation of evacuation (land, air and potentially sea) routes and resources for use in emergencies, ensures the availability of vehicles, aircraft, vessels, fuel supply and assessable roads.
7.Provides advice and training to staff and dependents on residential security measures, such as window guards, alarm systems and bars/ locks to minimize burglar intrusions as per the (COMPANY NAME) Security Management Team (UN SMT) Jamaica guidelines.
8.Ensures availability of security communications system by making periodic checks to determine if the system is functioning properly and arranges for necessary repairs or adjustments.
9.Supports the evaluation and monitoring of compliance with security policies and procedures.
10.Supports the investigation of security-related incidents involving ISA staff members, project personnel or eligible dependent.
11.Contribute to the development of effective fire safety measures on ISA premises and verifying that fire prevention devices, fire-fighting equipment and procedures are in accordance with established standards.
12.Conducts routine security surveys of office and residential areas and premises and oversees the contracted guard force at all ISA premises in country.
13.Bears responsibility for issuance of ID cards to all entering ISA premises and contributes to the maintenance of an up to date list of personnel for a variety of monthly reports.
FACILITY MANAGEMENT AND TRANSPORTATION
14.Monitor, through the compilation of information, the visual examination of the premises and the preparation of work orders, the installation, construction, maintenance, repair and housekeeping of ISA premises in Jamaica.
15.Assist the supervisor in preparing draft proposals for construction and alterations work including preparation of construction drawings, technical specifications, bills of quantity and cost estimates.
16.Accompany all contractors to job locations, clarifies drawings and specifications after contract has been awarded to successful contractor to ensure that quality of services performed is in accordance with set terms and conditions, codes and standards, health and safety regulations and objectives.
17.Prepare and writes requisition for purchase of equipment, material, spares, etc.; reviews and evaluates offers and coordinates with procurement unit.
18.Provides facility and transport support services to requesting departments and maintains liaison with focal points.
19.Document unsafe conditions and accidents and present appropriate training.
20. Other duties as required.

An advanced university degree (Master's or equivalent) in military science, political/social science, or related field with focus on security management or related fields is required.
A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of two years of progressively responsible experience in security, police or military service with extensive command and leadership experience is required.
Experience in security management, administration, operational planning and investigations is desirable.
English and French are the working languages of the Authority. For the position advertised, fluency in English is required. Knowledge of another official language of the (COMPANY NAME) is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
