If returning, I would choose: On campus
Why? Because it was a really good experience for me to live in that area with other international students. I was next to Tilburg University and that was also a big advantage for all the students that live on the campus.
Personal comments:
It was really good. I was living with another sixteen people from different parts of the world and the experience could not be better. We had our own room and a common kitchen, two bathrooms and three showers. Every week one employee came to clean the kitchen and the bathrooms. And if we had any problem with the facilities in our place (e.g. if the light did not work) we could ask help to the caretaker who was really hepful.
