Personal comments
In Brussels the most spoken languages are flemish and french. Becaus eof the fact that flemish is more or less the same as dutch, i faced no problems communicating. I tried to speek french and managed to improve my french as well. At the uni everybody speeks english so that was no problem at all.

If returning, I would choose: Apartment/House
Why?
You can be more independently. And you are forced to do more things on your onw, which is better if you want to learn or improve your language
