If returning, I would choose: Apartment/House
Why? The apartment block that I lived in had other students living there as well. So even though I had my own space, I was not alone. Also, there was pool and a bar and cleaners on a friday. These cost only a fraction more( when divided by 3 people) than the IFI residences.
Personal comments:
IFI did not have its own student halls, students had to live in a block of rooms rented by IFI. These were awful. As it wasn't only students that lived there, girls were oftened harrassed by strange men in the laundry rooms etc. The rooms were tiny, toilets were shared with neighbours, and there was no kitchen, just a small hob in the room. The only plus point was that it was near to IFI.

Why? The apartments offered were in a convenient location, with easy access to the university. I enjoyed the convenience of having my own living space, as well as being able to live amongst other international students and French citizens.
Personal comments:
The housing accomodations assigned to me were convenient, fitting to my personal needs, and offered generous support on behalf of the landlords. However, it was expensive and I was not thoroughly informed of alternative means of finding apartments to live in, rather I was merely assigned to a certain apartment complex.

Why? There are pluses and minuses to the housing options. Dorms are nice cause they are near campus and with the majority of students. Unfortunately they are a fair distance away from downtown Rouen, which can be a real pain at night, and it inconvenient for discovering the city. An apartment with French students is the best, but there is no help in finding a good one. There are student studios downtown, but they are ridiculously expensive, and you will almost certainly not make friends in them. Most of the French students are very introverted in their housing.
Personal comments:
I had an apartment downtown which was really nice and convenient. Unfortunately my roommate was a douche.

Why? It is the best way to meet fellow students and the location is ideal
Personal comments:
The rooms were fully equipped. Clean and in the dorm style housing (ANGO), you have to share a bath and toilet with your next door neighbour

Housing was excellent, it was jarring in the beginning when the cleaning people would enter your room.
