If returning, I would choose: On campus
Why? Many other international students had problems with their landladies and landlords. Off-campus housing was far from campus, with few amenities (i.e. inconvenient).
Personal comments:
On-campus housing is very nice...if your flatmates aren't messy in the kitchen and toilet. But it is very difficult to get on-campus housing, and recently the university lost its bid for some land on which they were going to build a new student community. Off-campus housing required a lot of hassle with landlords and landladies, and the amenities vary wildly even though the cost is uniform (about £75 per week). The public transportation is great, but can really get to you if you need to get somewhere quickly or if you're light on cash. Housing is luck of the draw when you're an international student. I was scheduled to live in a private residence, but that fell through. I was homeless for about 4 hours, until the two managers of the programme found a place on campus and one of them personally drove me to the buildling after business hours. Why? Because a room on campus is even more expensive and the facilities are much worse. Moreover, most landlords/landladies are friendly and in some cases provide extra services (mine did my laundry together with hers).
Personal comments:
No matter where you stay, it is terribly expensive and places on campus are rare. Only full-year studets are eligible for renting a campus flat. Travelling times (by bus) can be quite long if you live in lodgings, even though there is a free shutttle service for students. Why? It handled a great chance to meet other students and the location was highly convenient.

I really liked the facilities I had at the Residence Hall.My room had a small bathroom and a large study table. Why? the room in the hall of residence is too small for living. There is no table in the kitchen. We have to sit on the floor or our own bedroom to eat. (the hall is at Kingston Hill campus)
