If returning, I would choose: On campus
Why? Meeting a lot fo international students is far more interesting than living alone in a flat.
Personal comments:
There are pretty strict rules concerning accomodation on the campus. Basically it's not allowed to do anything what makes noise. Otherwise police is called. There were no facilities for entartainment. So, for example when somobody wants to meet with a lot of people, only choice was to go to city centre. If you have free weekend best places to go are: "Radisson SAS" on Friday, "Hot Night Club" on Saturday and "Never Grow Old" on Sunday. During weekdays best places are "Giggling Marlin" on Wednesday and "Karlenhoffi" on Thursday. There is nothing special on Monday and Tuesday. Finland is one of the most expensive countries in Europe. Food, Nightlife, Overall, Housing: was more expensive than at home. Travel: was the same price as at home. Telephone: was less expensive than at home.
