If returning, I would choose: Downtown
Why? The geographic center of Mexico City is much more confortable to live and fully enjoy Mexico's cultural life.
Personal comments:
I had troubles finding accomodation in Mexico City given the size of the city and I think some time are required to visit and choose one's place - what I did not really have.

I tried to enjoy as much as possible my stay in Mexico and saw plenty of amazing places in and outside of the city.
