UCA has a office of accomodation where they try to help you find an apartment or student residence. I lived in a flat in the centre of Cadiz, and it was perfect and I had good luck with my roommates too.

The university isn't that great academically, but it was a great experience... The weather's perfect, the beaches are awesome, the people are friendly, the fiesta is the best... Cadiz is a very special place...

Final comments
There's a lot to do for such a small town. Definitelly Carnevales are crazy and a must to see. For travelling Andalucia has a lot to offer (Sevilla, Granada, Cordoba, Malaga, Ronda), Portugal and Marroco are really close too, but do not miss the small special places in the province of Cadiz neither (El Palmar, Canos de Meca, Tarifa, Vejer, Arcos - amazing). Advice - don't be shy, try to talk to local people even though you don't speak perfect spanish and you'll see you become good friends with them. Do not be afraid to try something new too, the culture is different, just try to live like they do for a while...

Gaditano is a pretty strong dialect of Spanish, it takes some time to get used to it. You have to hang around with the local people if you want to be able to talk to them...
