There are many cafe's and bars to go to, the best would be cafe Ferrari on Corso Vannucci in the Summer time! Great bars are Sparkling Kaffe, St. Andrews and definitely Rock Castle.

Final comments
I would say the Universita per stranieri is a very good experience, not only for language but for meeting new people, because everyone is in the same boat as you are;looking to meet new people and learn about italian life. I also studied after the stranieri at The Umbra Institute which is a private university in Perugia. I would comment on their friendliness and helpfullness there, however the school is not particularly recommendable.

Our apartment was more or less equal, I had a cell phone which I used to call America so that was more expensive, nightlife was less expensive because I worked in a bar so I got discounts everywhere I went, traveling was also cheaper just by ticket prices being less.

I spoke the language pretty fluently before going to Perugia, however after this experience it has improved greatly.
