If returning, I would choose: On campus
Why? The accomodation is ok, and considering the quantity of international students living up there it is a pretty good way to make friends and enjoy the student life.
Personal comments:
Be careful, one must abide by the German customs, for instance actively participating in keeping the common places clean! good places to make parties, and barbecues! This review is the opinion of an iAgora member, and not of iAgora itself
