If returning, I would choose: On campus
Why? Living close to the campus is easier in Trier because the campus is not in the city. Moreover it's the best way to meet all foreign students.

I studied for 2 years at the university level here in the USA and felt pretty comfortable with my progress in German...until I got to Germany when I realized that they spoke a language far more complex than I had expected.
