Personal comments:
Via Farini for its café's and other bars in the center of town. Also, the location of Parma is between Milan and Bologna which is perfect!

Universitŕ di Parma is good for students who like small cities, who wants to know how real Italians live. Otherwise, it is best to go to Milano, Roma, Firenze etc.
