Why? I lived in House with many students from all over the world, and it was a very nice student community.
Personal comments:
Getting accomodation in the Netherlands is very difficult, I had a lot of luck because the Utrecht University arrenged a good allocation for me.

Course recommendations:
The GIS courses are tough, but their academic excellence and reputation really good. If you want to dominate GIS go to Utrecht.
