If returning, I would choose: Apartment/House
Why? good experience with previous apartment, lots of availability in Budapest, not expensive, nice in centre, independence and direct contact with locals
Personal comments:

outside beergardens from May onwards, all summer. For insiders only, not in guidebooks, ask Hungarians or go to universities. Language of instruction was English, so no problems at all. Hungarian was only needed in the street, I did some language courses to learn a bit more than the basics, to get around etc. and that was a very good experience. Just adds a lot to you understanding of life and culture if you speak the local language (a bit). However, Hungarian is amongst the most difficult languages and nobody else except Hungarians speak it, so lots of dedication is in order! Hungary is cheaper than Holland in nearly all respects. Food, Travel, Nightlife, Overall, Telephone, Housing: was less expensive than at home.

OVERALL
Important to choosing this university...
I wish I had known...
always apply for full grant! There's a fair chance you get it at CEU. I have been to modest and asked for 80% reduction of tuition fee only. Sure I could have gotten more. In my opinion:

Personal recommendation:
good courses, highly international, most students from Eastern Europe/former Soviet Union. Budapest great city to live, very dynamic, the whole region is changing rapidly. Just the place to be these days. FINAL COMMENTS
