If returning, I would choose: On campus
Why? Because you are in touch with more students. And the university is much closer, you need less time to move specialy when the weather is really bad.

The cost of the life is more expensive than in France. But don't worry it's ok though. Food, Travel, Overall, Telephone: was more expensive than at home. Nightlife, Housing: was the same price as at home.

Personal recommendation:
The ESN is really good organised they will help you with most of your problems. Students life is very different to Germany and really great... lots of special parties and activities like kravall, SOF, ELINpiaden. Communication with the teacher and administration (international coordinator) is pretty good and you get a lot of help with everything. FINAL COMMENTS
If you are open to get along with new people you will have a great time and maybe make some life long friendships.
