If returning, I would choose: Apartment/House
Why? dorm is not a real free area. It includes a lot of rules to respect particulary for underaged people. It is hard for a european people of 25 years old who use to live in a appartement to accept this rules
Personal comments:
I was in the international hall whose rules- without explanations- was very strict. Dorms doesn't responsabilised people. One positive point in united states is the easiness to have a job when you are a student.

Why? I liked living with a host family because I felt like I was more apart of the Luxembourg culture. Also, they only spoke to me in French, which significantly helped my language fluency.
