If returning, I would choose: On campus
Why? The flat I lived in was far from University.
Personal comments:

Salzburg is a touristic expensive city. Food, Travel, Overall, Telephone: was more expensive than at home. Nightlife: was the same price as at home. Housing: was less expensive than at home.

Again, please enroll in the first semester and keep in constant contact with your liasion person. FINAL COMMENTS
In the summer make sure to visit all the lakes surrounding Salzburg. Also although it is pricey to travel around in Austria, Salzburg is only 5 minutes away from Germany, where train travel costs next to nothing - make sure to travel around Bavaria throughly.
