Why? As I was studying for two terms, and then got a job until the end of July, the idea of staying in a boxroom in Ango didn't exactly appeal. I also wanted to be close to the city centre as it was more practical for going out and for when I got a job.
Personal comments:
The first apartment I was shown by my landlord was a complete dump, right on the other side of the city, near the hospital. After some persuasion, he gave me another apartment, about twice as big, about 3 minutes from the city centre. So after this first hitch, everything went smoothly, and my rent was reasonable after taking the CAF allowance into account. I would definitely recommend an apartment in the centre if you're staying for the whole year. It means taking a bus to school every day, but this only takes 10-15 minutes. From what I saw of the halls of residence, here are my opinions; Arc: big rooms, posh, a long bus ride to the school, nspeak english all the time; Ango: almost prison-like, small rooms, but fairly good atomsphere among all the exchange students; La Pleiade: largeish apartments shared between two, 10 minute walk to the school, midnight bus goes directly there.

Why? It's cheaper to live in downtown Rouen than on campus. The rooms are bigger, though you have to make sure the room comes with furniture. Plus, you're closer to all the stores and the nightlife.
Personal comments:
There are several housing options. You can live in one of the residences on campus. There are 3 and they are different in terms of facilities and value. You can live in one of the residences downtown (there are 2). Or you can find housing yourself. I chose to live on campus because it's close to the school and you meet more other students that way. On the other hand, in Ango anyway, you don't get to practice your French at all. I'm not disappointed, but I would choose an apartment or rez downtown next time, because you get to learn more French and more of the French way of life, and it's only 15 min from campus.

Why? The location is convenient and It's the best place to meet other exchange students and make friends.
Personal comments:
I lived in Ango and that's where all of the other exchange students lived. Party news travels thorugh the halls and everyone gets along. You'll never be lonely and you'll always know what's going on (in regards to student social life). It's small and cramped but I traveled and partied so much that I barely even noticed. Off campus appartments set up by ESC are more expensive and far. If you're only staying for a semester you might as well stay in Ango. It also doesn't hurt that the residence is just a 6 minute walk away from the shcool.

Why? Close to the university and most of the other foreigners live there aswell. I'm talking about Ango by the way. It's not exactly Chateau Ango, but it's pleasant enough. I used to get up at 8.25 for 8.30 classes. Sorted. Bit of a trip to the town centre though, it must be said.
Personal comments:
If you have the cash, stay in Arc 4. There's a swimming pool, sauna, loads of foreign students, and it basically looks like a hotel. It's not that central though, and ikt was out of my price range. For the budgeting student, go for Ango. On campus, cramped and noisy enough, but good value for money after the government allowance is taken into account. (130€)

Why? I lived in a dorm with French and international, mostly Erasmus, students. It was a great fun, social experience, although sometimes it was hard to find a quiet space. The town is away from the university and has some very cool apartments.
Personal comments:
First they sent us to a dorm that was kind of rund down but after a couple of weeks we got a recently renovated dorm that was very clean and had good facilities.

Why? Because it is only 5 minutes to walk to school and all the exchange students are living there too.
Personal comments:
Very close to school, too small rooms (9 square meters), no reception so you can let stay friends at your place, night guards checking the houses which makes the living there safe(r) and more quiet during night, newly furnished but still very simple.

Why? Well, I have lived in ARC which is situated right in the centre of Rouen. It was expensive, but I am sure that this investment was a good one. You have all the basic comfort you need, the contact with other international students, and especially a direct link to all the parties organised in downtown bars of Rouen.
Personal comments:
I was really impressed by the fact that when I have applied for a semester at the ESC Rouen, I had to choose between 5 different types of accomodation all organised by the host university. And the selection is really tremendous, from a small appartment at ANGO ( 9m² for 200 €) up to a room in downtown of Rouen for 450€. It saves me really a lot of time because looking for a reasonable and affordable accomodation is not really easy especially in bigger cities where the real estate market varies enormously. And the services you get offered ( during my stay in the ARC) such as breakfast, laundry services, parking etc.) was really impressive. In general, having been at all different student houses in Rouen, the atmosphere is really fantastic everywhere.

Why? More freedom, feel like I'm livinh in a protected bubble at the moment; would be nice to find out how the french really live!
Personal comments:
Being in an only student environment is fun, as everyone gets along really well and has something to share from their native culture. However, it would be nice to have more integration with the french

Why? All exchange students living in the same "dorm" which was very good in building strong relationships.
Personal comments:
Relationships with the campus management were difficult; loads of bureaucracy etc. Tiny rooms with relatively expensive prices but the ambience with other people living there was good.

Why? Because I would go with french friends to an apartment at the city center of Rouen (the university was at the outskirts of Rouen)
Personal comments:
For four months it was the best place where to go as all international students were there so the atmosphere was excellent

Why? It is the best place to meet fellow international students.
Personal comments:
I stayed in Pavillion Ango and would recommend it to anyone going on exchange there. The rooms are a decent size, you have your own burner and fridge and you only need to share your bathroom with the neighbor. The only negative point I would say is that the washers and dryers for your clothes are not the best.

Why? The quality of my residence did not correspond the price I was paying for it
Personal comments:
The on campus residences are close to school and they have everything basic for living. On a campus residence it is easy meet people and there is a collective spirit. However, the rooms are very small and many of them not in such a prefect shape. In addition, it can sometimes get pretty noisy.

Housing was fine, although I experienced a lot of problems with the person I was sharing my washroom with, so this was my primary concern regarding housing. In addition, the internet was very bad in my residence. This was a problem most of the occupants encountered and it was very frustrating.
