If returning, I would choose: Apartment/House
Why? The dormitories provided by TPU are only on a two students on one room bases
Personal comments:
The accomodation provided by the university (as i have seen it) is reasonable (clean and enough faculities )but most of the tume you´ve to share....it´s very cheap!! This review is the opinion of an iAgora member, and not of iAgora itself

It´s a good place to get information about the baltic states my study program was not very academic (some courses excluded) but very interesting FINAL COMMENTS
Come to Tallinn. It´s beautifull, good nightlife and living is cheap so you have enough money for travelling (eg St. Petersburg) This review is the opinion of an iAgora member, and not of iAgora itself
