Located in Estonia's capital city of Tallinn, the Tallinn Pedagogical University was founded in 1919 as the Tallinn Teacher Training Seminary. From that point on, the university has played an important role in educating and training students within Estonia and has maintained its standing as one of Estonia's oldest and most respected teacher training institutions.

Come to Tallinn. It´s beautifull, good nightlife and living is cheap so you have enough money for travelling (eg St. Petersburg) Read Review

Why? The dormitories provided by TPU are only on a two students on one room bases
Personal comments:
The accomodation provided by the university (as i have seen it) is reasonable (clean and enough faculities )but most of the tume you´ve to share....it´s very cheap!!
