If returning, I would choose: On campus
Why? Living close to the campus is easier in Trier because the campus is not in the city. Moreover it's the best way to meet all foreign students.
Personal comments:

Why? If I were to go back and study again, I would choose to live in an Apartment with just a few other Native Speakers. The residence hall that I stayed in was too large and loud noises from down the hall and even from below could be heard; everything from people slamming their doors late at night to late night parties that lasted till the morning hours. It would just be a lot quieter to live in an apartment with fewer people and much better of an educational environment to learn a foreign language in.
Personal comments:
They have recently changed residence halls and are no longer using the one I stayed in, THANK HEAVENS! The rooms in the new residence hall are smaller, but they are completely new, which offers an advantage that the old residence hall could not offer. Why? It's close to university and you get the opportunity to socialize with other students.
