If returning, I would choose: Apartment/House
Why? On-campus residence is a must for first-timers at University of Ottawa. Once you've been there, though, you'd rather look for a more independent way of life -maybe moving in an apartment downtown with former Residence people from your floor!
Personal comments:
There is a serious shortage in housing on campus, so you should apply early for it, and insist! All shared facilities residences are pretty much the same, and you have easy access to laundry, café, security... Residence life is friendly and informal. Course recommendations:
Make sure you take at least two seminar-type lessons. They're much better if you want to get involved in the class, and give you a greater chance of interacting with Canadian students. Both professors and students are always more than willing to exchange their points of view with international students.

The University of Ottawa is bilingual: roughly 40% of the classes can be chosen in french. On campus, you can choose whether you want to speak french or english with some people, though sometimes the English and the French communities are two separate ones. Unoiversity of Ottawa combines good teaching quality (at least in the Faculty of Law) with a lively student body and a campus that makes you feel at home. FINAL COMMENTS
University of Ottawa is a cozy place. It is perfect to get started. Besides, if you come from Europe, as I do, it becomes your new home very quickly, due to the "disconnection" you feel from your home country.
