If returning, I would choose: Apartment/House
Why? As a student I would recommend to live in a dormitory with other students. You get a interesting social life and to a low cost.
Personal comments:
The university makes a good job in finding rooms for exchange students, as long as you apply for one in good time. Standards vary among the rooms, but all are in good shape.

There a lots of courses for exchange students to take before the semester begins. You learn the language and meet other people.
