If returning, I would choose: On campus
Why? Because all my friends were near and the atmosphere was really nice and friendly.
Personal comments:

Because Poland is a much cheaper country than Finland. Food, Travel, Nightlife, Overall, Telephone, Housing: was less expensive than at home.
