If returning, I would choose: Apartment/House
Why? Thus far I have really enjoyed living in a Wohngemeinschaft with Germans. Plus the dorms here are quite removed from the city and I was able to find a cheap apartment in the Altstadt.
Personal comments:
The Studentenwohnmeinem (privately run dorms) are nice but not close to the downtown area.

This was my second exchange to Germany, so language was no problem for me. Other friends that don't speak as much German don't seem to have too many problems though either.

The Euro is really strong and so most things are expensive. alcohol is cheaper here but you just drink more of it.
Food, Nightlife, Overall, Telephone: was more expensive than at home.

Doing a language course at the beginning of your stay does not take up much of your time . . . plan some trips and some parties.

Come if you like hanging out with people and don't require the excitement of a big city. There is a lot to do here and a lot of people to meet but it is still small.
