Job Description:

Amazon Logistics (AMZL) is building a world-class last-mile delivery operation in Brazil. We are in an exciting phase of rapid network growth, tackling some of the most complex logistics challenges in the country. We seek analytical leaders who are passionate about using data and geospatial analysis to drive operational efficiency at scale.

We are looking for a Jurisdiction Optimization Manager to own the strategy, analysis, and governance of delivery jurisdiction boundaries across the entire AMZL Brazil network. In this role, you will determine how delivery areas are allocated across stations - balancing delivery cost, speed, capacity, and customer experience. You'll define where each station operates, when those boundaries should change, and build the mechanisms that ensure jurisdiction decisions are optimized continuously as the network evolves.

You'll set jurisdictions for new station launches, optimize existing boundaries as demand patterns shift, and build governance frameworks that keep the network efficient at scale. Your work directly impacts millions of customer deliveries, cost per package, and delivery speed across Brazil.

You'll combine deep analytical work (SQL, geospatial tools, cost modeling) with program management to drive cross-functional alignment and deliver measurable improvements to the network.

Key job responsibilities
* Own the jurisdiction optimization strategy for AMZL Brazil, determining which boundary changes deliver the highest impact on cost, speed, and coverage
* Define and configure jurisdiction boundaries for new station launches, ensuring optimal initial setup aligned with demand profiles and operational capacity
* Conduct ongoing analysis of existing jurisdictions to identify optimization opportunities - rebalancing workload, reducing cost per package, and improving delivery speed
* Build governance mechanisms for jurisdiction management: cadences, review criteria, escalation paths, and change management processes that scale as the network grows
* Develop analytical frameworks and models (cost, demand, capacity) that drive data-backed jurisdiction decisions rather than reactive adjustments
* Partner cross-functionally with Operations, Capacity Planning, Routing, and Network Planning teams to align jurisdiction changes with broader network strategy
* Design and execute pilots for innovative jurisdiction models, validate impact with data, and scale successful approaches across the network
* Adapt and localize global best practices and tools from other AMZL markets (NA, EU, JP) to the Brazilian context
* Create visibility into jurisdiction performance through dashboards and reporting that enable proactive optimization

A day in the life
As a Jurisdiction Optimization Manager, you'll split your time between analytical deep-dives and cross-functional coordination. You might start the day running geospatial analysis to identify a jurisdiction imbalance causing excess cost in a metro area, then lead a review with Operations to align on a boundary change before a new station launch. You'll build models that quantify the tradeoffs of different jurisdiction configurations, present recommendations to leadership with clear cost/speed impact data, and design the governance process that ensures these decisions are made consistently. No two weeks look the same - your work follows the rhythm of network launches, seasonal demand shifts, and continuous improvement cycles.

- Experience with GIS tools (QGIS, ArcGIS, or similar) for spatial analysis and visualization
- Programming skills (Python) for data analysis and automation
- Experience applying GenAI/LLM-based solutions to operational or analytical problems (prompt engineering, AI-assisted coding, or building AI-augmented workflows)
