About The Role
In this role, you will be part of a team of Third-Party Management professionals within the Global Procurement, Third Party Management, & Shared Services (GPTPMS) organisation.

GPTPMS provides procurement-related services to the greater Cigna Group. Additionally, this role holder will play a key role in assuring governance of third-party relationship risk and administer key regulatory policies on outsourcing and digital operational resilience as part of the central administration of Cigna IH insurance undertakings established in Belgium in their interactions with the multiple business segments including through group affiliates.

A key function of this position is to perform supplier governance, manage supplier issues, drive supplier performance, and minimize risk within our supplier contracts. This position will be an exciting opportunity for establishing a Third-Party Management (TPM) presence within the Belgium Head Office.

The role holder must have experience in dealing with dynamic business requirements that are tied to strategic level business objectives. In order to effectively engage this role holder must have experience in procurement, supplier management and governance and regulatory compliance alongside one or more of the following: operations or process design. The resource must have experience in dealing with various management levels to achieve desired outcomes through sourced engagements. The resource must be able to deal with matrixed organization and ambiguity as business objectives evolve and must be able to identify and mitigate Cigna's risk as necessary.

This is a hands-on position reporting to GPTPMS management with visibility into both GPTPMS leadership and the Outsourcing Comite de Direction/EU Belgian board.

You'll Be Responsible For:
* Perform third-party governance tasks within the TPM tool for assigned Suppliers including supplier profiling, research, spend reviews, and other tasks as per programme governance
* Perform third-party-facing assessments including SLA reviews, business continuity plan reviews, contact updates, insurance certificate reviews, and other assessments for assigned Suppliers
* Manage and analyze supplier scorecards and surveys, ensuring proper measurement of supplier performance and sentiment within the Enterprise
* Assist other TPM team members and leaders with day-to-day supplier management, supplier issue resolution, performance management, and other activities as needed
* Collaborate with sourcing teams and other TPMs and business requesters to assist in supplier performance management and negotiations as needed.
* Perform reporting and analysis on spend and supplier portfolios as needed
* Perform analysis on expiring contracts, renewals, and other contract pipeline data as needed to support the business areas and strategic sourcing
* Execute terminations and non-renewals of supplier agreements as needed, ensuring appropriate steps are taking to offboard the supplier's services

Governance and Regulatory Compliance Responsibilities
* Ensure third party processes can be shown to be delivering to regulatory requirements
* Participate in and provide the process management and secretaryship to the Outsourcing Comite de Direction
* Maintain an integrated overview of the curation of record keeping under the Outsourcing and Digital Operational Resilience policies
* Maintain updated records of current intragroup procurement in association with the IHDS intra-group services program manager.
* Track and report on maintenance of contracts and monitoring under the DORA Third Party Management Policy
* Undertake key regulatory interactions in Belgium including as part of a local team responsible for final preparation and filing of the DORA Register of Information and otherwise in response to regulatory requirements and requests

What You'll Bring to the Role
* Contracting or vendor management experience within indirect procurement
* Experience with procurement or third-party management in an onshore/offshore model.
* Bachelors degree in related technical/business areas or equivalent work experience.
* Exposure to Third Party Management systems such as ProcessUnity, Ariba or similar Procurement systems, and Icertis or similar Contract Lifecycle Management (CLM) systems
* Experience working with a matrix organization and other internal partners to execute on goals
* Experience in a broad range of indirect procurement categories such as health & wellness, business process outsourcing, technology, corporate services, and others
* Ability to undertake filings in Belgian regulatory extranets

Desired Experience:
* Experience in the health-related fields such as health services, health insurance, pharmacy benefits management, and related fields
* Experience with International (ideally European) regulatory frameworks.
* Coaching and mentoring of team members
* Industry certifications such as SIG, CSCP, CPM or similar
