What The Role Is

The Lead Engineer, SOC/NOC Lead, will be part of the HTSC Development Office and will support the planning, development, implementation and delivery of HTSC's SOC/NOC workstreams. This includes the implementation of HTSC Infrastructure, the Enterprise Network Operations Centre (eNOC), integration with other Domain Operations Centres, and the onboarding of Home Team Department Technology Sustainment Centres (TSCs) as spokes to the HTSC Hub.

The role will also support the planning, development, integration and implementation of AI, ML and Agentic AI solutions in a government-based technology and research environment. The successful candidate will work with stakeholders to translate operational needs and research ideas into practical AI-enabled solutions, while supporting project coordination, technical documentation, governance, stakeholder engagement and selected administrative duties.

What You Will Be Working On

1. Implementation of HTSC@Leased Data Centre

You will support the implementation of the Home Team Sustainment Centre at the Leased Data Centre, including:

* Support, coordinate and collaborate with the ICT Infrastructure Engineering Team in implementing HTSC Infrastructure and the Enterprise Network Operations Centre in alignment with HTSC objectives.
* Partner with the ICT Infrastructure Engineering Team to implement the Home Team IT Operations Management tool.
* Support the integration of the NOC with other Domain Operations Centres towards an Integrated HTSC.
* Lead the onboarding of Home Team Department Technology Sustainment Centres as spokes to the HTSC Hub.
* Be responsible and accountable for the HTSC room during the development phase until handover to the MHA DC/HTSC Operations Team.
* Prepare the HTSC room, workstations, consoles, video walls and TSC environments for HTSC visits and events during the development phase.
* Support system maintenance activities with vendors during the development phase until handover, including implementation, deployment, patching, system updates and change requests.
* Maintain and track all assets within HTSC@LDC until handover to the MHA DC/HTSC Operations Team.

2. Implementation of HTSC@Sector C

You will support the development and migration of HTSC capabilities to Sector C, including:

* Support the gathering of new HTSC@Sector C requirements as a subject matter expert of the current HTSC@LDC setup.
* Project manage and collaborate with the ICT Infrastructure Engineering Team in implementing HTSC Infrastructure and the Enterprise Network Operations Centre for HTSC@Sector C.
* Support the integration of the NOC with other Domain Operations Centres towards an Integrated HTSC.
* Support the migration of HTSC@LDC to HTSC@Sector C and ensure that all required capabilities are successfully deployed.
* Be responsible and accountable for the HTSC@Sector C room during the development phase until handover to the MHA DC/HTSC Operations Team.
* Prepare the HTSC room, workstations, consoles, video walls and TSC environments for HTSC visits and events during the development phase.
* Support system maintenance activities with vendors during the development phase until handover, including implementation, deployment, patching, system updates and change requests.
* Maintain and track all assets within HTSC@Sector C until handover to the MHA DC/HTSC Operations Team.

3. AI, ML and Agentic AI Development

You will support the development of AI-enabled solutions for operational and research use cases, including:

* Plan, develop and implement AI-based project tasks.
* Plan, implement and customise ML-based projects.
* Design and implement AI Agent solutions and agentic workflows.
* Integrate LLM services such as Azure OpenAI, OpenAI API, Gemini, Claude or equivalent platforms.
* Develop AI prototypes and applications using Python, LangChain and related frameworks.
* Support deployment of AI/ML solutions using Kubernetes, OpenStack, containers and cloud platforms.
* Support automation of workflows using AI, ML, LLMs and agent-based tools.
* Design and develop database and data analysis solutions.
* Support data querying, data cleaning, exploratory data analysis and data lakehouse-related implementation.
* Keep abreast of emerging technologies in AI, ML, Agentic AI, cloud, open standards and cloud-native systems.

4. Project Management and Administrative Duties

You will support project delivery and governance through:

* Managing projects from end to end in accordance with the Project Management Lifecycle and Project Management Professional best practices.
* Managing project scope, scope creep, change requests, new requirements and enhancements.
* Preparing Approval of Requirement papers for HTSC requirements relating to NOC, SOC, networks, infrastructure, AI and related systems until approvals are obtained.
* Managing project budget utilisation for assigned projects.
* Supporting government procurement activities for assigned projects.
* Managing vendor coordination, contract-related matters and implementation follow-up.
* Providing timely updates to project stakeholders.
* Escalating risks, actions, issues and dependencies for guidance and decision-making.
* Preparing project reports, technical documentation, evaluation findings and management updates.
* Writing and documenting project and departmental meeting minutes.
* Supporting ad-hoc event planning, workshops, demonstrations, HTSC visits and stakeholder engagements.
* Supporting AI governance, responsible AI practices and ISO/IEC 42001-related documentation where applicable.

What We Are Looking For

You should have:

* Tertiary qualification in Computer Engineering, Computer Science, Artificial Intelligence, Data Science, Software Engineering, Information Systems or a related engineering discipline.
* Relevant project, internship or work experience will be advantageous.
* A strong foundation or interest in AI, ML, infrastructure, operations technology or systems integration.
* Programming knowledge in Python.
* Familiarity with Azure OpenAI, OpenAI API, Gemini, Claude or similar LLM platforms.
* Familiarity with LangChain or similar LLM application frameworks.
* Familiarity with OpenClaw or similar Agentic AI application frameworks.
* Familiarity with database querying, dataset analysis, data cleaning, exploratory data analysis and data lakehouse concepts.
* Understanding of cloud platforms such as Azure, GCP or AWS.
* Understanding of Kubernetes, OpenStack, containers, OCI standards and cloud-native systems.
* Understanding of enterprise infrastructure, network operations, SOC/NOC operations or IT operations management tools will be advantageous.
* Understanding of ISO/IEC 42001, responsible AI, AI governance, cybersecurity or data protection will be advantageous.
* Good report-writing, documentation, coordination and communication skills.

The candidate should have or be willing to develop skills in:
* SOC/NOC implementation and operations support.
* Infrastructure, network and IT operations management implementation.
* Agentic AI workflow design and automation.
* Harness engineering and integration engineering.
* Major LLM provider integration and coding, including OpenAI, Claude and Gemini.
* AI/ML project planning, development and implementation.

* Kubernetes, OpenStack, containers and cloud platforms.
* Technical writing, documentation and stakeholder communication.
* Project management, procurement support, vendor coordination and governance documentation.

* Python, LangChain, APIs, Git, Linux, Docker, Kubernetes or OpenStack.
* Azure, GCP, AWS or cloud-based AI services.
* Data tools or databases such as Jupyter Notebook, PostgreSQL, MySQL, MongoDB or equivalent tools.
* Data lakehouse platforms, data cleaning, exploratory data analysis or dashboarding.
* ISO/IEC 42001, AI governance, responsible AI, cybersecurity or data protection.
* Public-sector, research, enterprise IT or technology implementation environments.
* Project management, procurement support, vendor management or stakeholder coordination.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
